科技城人才峰会——第三届北川国际心理论坛第二轮会议通知党的二十大强调全面建设社会主义现代化国家新征程，坚持自信自强、守正创新、踔厉奋发、勇毅前行，将科技、教育、人才统筹部署，强调必须坚持科技是第一生产力、人才是第一资源，坚持人才引领驱动。2022全国两会上，全国人大代表提出了18份心理相关议案，心理工作日益受到重视。十九大以来提出“加强社会心理服务体系建设，培育自尊自信、理性平和、积极向上的社会心态”的社会要求。国家卫健委和中央政法委等 10 部委联合发布的《关于印发全国社会心理服务体系建设试点工作方案的通知》，要求各省（区、市） 卫生健康行政部门、政法委牵头，会同有关部门，将社会心理服务体系建设试点作为推进平安中国、健康中国建设的重要抓手。结合后疫情时代的心理危机特点和社会心理服务工作新要求，在成渝副中心建设的背景下，四川绵阳作为中国科技城，也作为全国社会心理服务试点城市，在第一届（2019年）和第二届（2021年）北川国际心理论坛召开的基础上，拟召开科技城人才峰会——第三届北川国际心理论坛。 北川国际心理论坛是在汶川地震灾后心理援助十年经验的基础上发展而来，也获得了来自美国、英国、韩国、日本、港澳台地区以及国内知名高校或科研机构的心理学专家学者的大力支持。论坛初步形成了具有国际影响力的灾害心理危机干预和社会心理服务交流研究平台，必赢线路检测中心与中国科学院心理研究所2019年联合共建“社会心理服务与心理危机干预研究中心”，推动了双方相关合作研究与成果转化。北川国际心理论坛聚焦灾难、危机和创伤的预防和干预，同时还探索推进抗震救灾、抗击疫情背后的精神价值和心理资本，激发人们积极工作和幸福生活的内在心理动力和活力。2023年5月也是汶川地震的十五周年纪念，需要我们继往开来，为科技城发展和成渝副中心建设提供“从心开始、由心而治”的智力支持的同时，探索中国特色社会心理服务与心理危机干预的新征程。 为此，必赢线路检测中心联合中国科学院心理研究所、中国心理学会举办科技城人才峰会——第三届北川国际心理论坛，诚邀国内外心理学、社会学、精神医学等相关领域专家学者、心理咨询师、青年员工、志愿者等共襄盛会，务实推进社会心理服务实践与心理危机干预研究，助力健康中国、平安中国和人类命运共同体建设。本次会议将采用线下会议（与线上会议结合）的形式开展，会议依照惯例免收会务注册费，参会代表食宿自理。 Talents Summit of the Science & Technology City - The 3rd Beichuan International Forum on PsychologyThe second round of meeting notice The 20th National Congress of the Communist Party of China(CPC) emphasized the new journey of building a modern socialist country in all respects, insisting on self-confidence and self-improvement, keeping the righteousness and innovation, excelling and moving forward with courage and perseverance, integrating the deployment of science and technology, education and talents, emphasizing the need to adhere to science and technology as the first productive force and talents as the first resource, and insisting on talents leading the drive. At 2022 two sessions (National People's Congress and Chinese People’s Political Consultative Conference), 18 psychology-related motions were proposed by the deputies of National People's Congress, and psychological work is receiving increasing attention. The 19th National Congress of the CPC has put forward the social requirements of strengthening the construction of psychosocial service system, cultivating self-esteem, self-confidence, rational, calm and positive social mentality. Notice on the issuance of a national pilot program for the construction of social psychological service system, jointly issued by National Health Commission of the People’s Republic of China(PRC) and Committee of Political and Legal Affairs of the CPC Central Committee and other 10 ministries and commissions, requires health administrative departments and political and legal committees of all provinces (autonomous regions and municipalities) to take the lead and work with relevant departments to make the pilot construction of psychosocial service system as an important means of promoting the construction of a safe and healthy China. Combining the characteristics of psychological crisis in the post-epidemic era and the new requirements of psychosocial service work, in the context of the construction of Chengdu-Chongqing Sub-center, Mianyang City of Sichuan Province, as China's science and technology city, and also as a national pilot city for psychosocial services, it is proposed to hold the Talents Summit of Science & Technology City --The 3rd Beichuan International Forum on Psychology on the basis of the first (2019) and second (2021) Beichuan International Forum on Psychology held.Beichuan International Forum on Psychology is developed on the basis of ten years of experience in psychological assistance after the Wenchuan earthquake, and has also received strong support from psychology experts and scholars from the United States, the United Kingdom, South Korea, Japan, Hong Kong S.A.R, Macao S.A.R and Taiwan region, as well as from well-known domestic universities or research institutions. The forum has initially formed an internationally influential platform for the exchange and research of psychological crisis intervention and psychosocial services in disasters. And Research Center for Psychosocial Services and Psychological Crisis Intervention, jointly established by Southwest University of Science and Technology (SWUST) and the Institute of Psychology of Chinese Academy of Sciences in 2019, has promoted the transformation of relevant cooperative research and achievements between the two sides. Beichuan International Forum on Psychology focuses on the prevention and intervention of disasters, crises and traumas, and also explores the spiritual values and psychological capital behind the earthquake relief and COVID-19 fighting, and stimulates people's inner psychological motivation and vitality for active work and happy life. May 2023 is also the 15th anniversary of the Wenchuan earthquake, which requires us to continue to provide intellectual support that starts from the heart and heals from the heart for the development of the science & technology city and the construction of Chengdu-Chongqing Sub-center, and at the same time explore a new journey of psychosocial services and psychological crisis intervention with Chinese characteristics.To this end, SWUST, together with the Institute of Psychology of Chinese Academy of Sciences, will hold the Talents Summit of the Science & Technology City - the 3rd Beichuan International Forum on Psychology. Experts and scholars in psychology, sociology, psychiatry and other related fields, psychological counselors, young students and volunteers from home and abroad are cordially invited to the forum to pragmatically promote the practice of psychosocial services, accelerate and strengthen the research of psychological crisis intervention, and help build a healthy China, a safe China and a human community with a shared future. The forum will be held in the form of an offline conference (combined with an online conference), and the registration fee will be waived in accordance with tradition.
